FIG 02 · Quick answer
What is insurance software development?
Insurance software development is building the systems insurers, MGAs and brokers use to quote, bind, issue and service policies and handle claims. Elgrith builds quote-and-bind flows, broker portals, claims intake and integrations with Guidewire, Duck Creek or legacy cores, designed to ACORD data standards and current NAIC, NYDFS and FCA expectations.

Jurisdictions with the data security model law
The NAIC says its Insurance Data Security Model Law (#668), adopted in October 2017, “has been implemented in 28 jurisdictions”. New York is not on that list: it has its own Part 500.

FIG 04 · Rules and dates
Regulation as a design input: what applies and when
We treat regulation as part of the brief, not a badge. This is the dated view we design from, checked on 23 Oct 2026 at the official sources linked on this page.
| Rule | Who it affects | Date | What it means for your software |
|---|---|---|---|
| NAIC Insurance Data Security Model Law (#668) | Licensees in the jurisdictions that adopted it | Adopted Oct 2017; in 28 jurisdictions (NAIC, as of 8 Oct 2026) | A written information security program, risk assessment and a process to investigate and report cybersecurity events; your software needs access logs, data maps and event records to back them |
| NAIC AI Model Bulletin | Insurers using AI systems in rating, underwriting, claims or marketing | Adopted 4 Dec 2023; in 29 jurisdictions (NAIC, as of 8 Oct 2026) | Governance for AI systems: documented models and data, testing for unfair outcomes and oversight of third-party AI vendors |
| NYDFS cybersecurity regulation (23 NYCRR 500) | Insurers and other entities licensed by NYDFS | Two-year rollout of amendments completed Nov 2025 | Multi-factor authentication for all users, asset inventories and access controls designed into portals and admin tools |
| FCA Consumer Duty (PS22/9) | UK insurers, MGAs and brokers | In force 31 Jul 2023 (open products) and 31 Jul 2024 (closed products) | Journeys, documents and renewal flows that show fair value and that customers understand, with outcome data you can monitor |
General guidance from public sources, not legal advice; your counsel confirms what applies to you. Sources: NAIC adoption maps (8 Oct 2026), NYDFS press release (26 Feb 2026) and FCA policy statement PS22/9 (updated 3 Dec 2025).

FIG 06 · Working with your core
Working with Guidewire, Duck Creek or a legacy core
Most insurers don’t need a new core: they need a better layer around it. We integrate through each platform’s published APIs and integration tools, using your licence and your access. We claim no partner status with Guidewire, Duck Creek or any core vendor.
- Policy admin system
- Rating engine
- Third-party data
- Broker portal
- Customer app
- Claims intake
Guidewire PolicyCenter, ClaimCenter, BillingCenter
- What we build
- Portals, quote flows and claims intake that read and write through the platform’s APIs
- What stays
- Your Guidewire configuration and licence; we don’t resell or re-platform it
Duck Creek
- What we build
- Front ends, broker portals and data feeds around policy, billing and claims
- How
- Through the integration points your Duck Creek version exposes
Legacy policy systems
- Typical source
- An older PAS reached through files, a database or a service layer
- Approach
- An API layer in front of the core, so new channels never touch it directly
ACORD data
- Formats
- ACORD P&C XML, AL3 and ACORD Forms data
- Where
- Broker and carrier data exchange, downloads and form pre-fill
Premium payments
- Data
- Card and bank payments, instalments, refunds and reconciliation
- Where
- Your payment provider, linked to the policy and billing record
FIG 07 · Quote-and-bind
Quote-and-bind in one journey
A quote-and-bind platform takes a customer or broker from a question set to an issued policy without a hand-off. Most failures happen between the steps, so we design the whole journey as one flow with one record.
05principles
Rating
Inputs validated as they are entered, rated by your engine or ours, with the rating version stored on every quote.
Appetite and bind rules
Appetite checks, referral triggers and bind authority limits set by your underwriters, not hard-coded.
Issuance
Policy numbers, effective dates and coverages written back to your core, with straight-through processing where your rules allow.
Documents
Policy wording, schedules and certificates generated at bind and stored against the policy.
Payment
Deposit or full payment taken in the same journey, so cover starts only when payment clears.
FIG 08 · Distribution
Agent and broker portals
Brokers place business where it is easiest to place. A good portal answers “will you write this?” fast and keeps the paperwork in one place.
06principles
Submissions
Structured submissions with document upload, so underwriters get complete risks the first time.
Appetite checks
Instant answers on class, territory and limits, before a broker spends time on a full submission.
Documents
Quotes, policies, endorsements and certificates for every account, downloadable on demand.
Commissions
Commission statements and payment status by producer, reconciled to billing.
Producer licensing data
Licence and appointment data checked before a producer can quote in a state.
FIG 09 · Data standards
Data standards: designing to ACORD
ACORD standards are how carriers, agencies and vendors exchange insurance data. We design data models and messages to ACORD structures where your partners use them. We don’t claim ACORD certification or membership, and we never call software “ACORD-compliant”.
04principles
ACORD P&C XML
Property and casualty messages for quotes, policies and claims between systems.
AL3
The agency download format many agency management systems still read for policy and billing data.
ACORD Forms
Applications and certificates pre-filled from your data instead of typed again.
Next-generation APIs
Where partners use ACORD’s newer API-based standards, we map your data to them through an API layer.
FIG 10 · AI with governance
AI in underwriting and claims, with governance
AI can triage claims, read submissions and flag fraud. Regulators expect insurers to govern it: the NAIC AI Model Bulletin had been adopted in 29 jurisdictions as of 8 Oct 2026. We build the controls in from the start.
05principles
Submission and document reading
Applications, loss runs and claim documents read into structured data, with a person approving each change.
Fraud and anomaly flags
Claims that look unusual flagged for review, never denied automatically.
Model records and testing
Model inventory, data sources, version history and tests for unfair outcomes, kept for your governance team.
Workflow automation
Routine claims and policy tasks automated, with exceptions sent to people.
AI automation
FIG 11 · Apps
Insurance app development
Policyholders open an insurance app on the worst day of their year. Insurance app development starts there: a claim started in minutes, with photos, from the roadside or the kitchen floor.
05principles
Mobile FNOL with photos
Guided claim reporting with photos, location and time captured on the device.
Digital ID cards
Proof of cover in the app and the phone’s wallet, updated at renewal.
Payments
Premiums, instalments and payment methods managed in the app.
Policy self-service
Documents, address changes, drivers and endorsements without a phone call.
iOS and Android
Native or cross-platform apps, chosen on camera, offline and wallet needs.

FIG 17 · Decide
Buy a core platform vs build custom vs a hybrid
Custom isn’t always the answer. This is how we compare the three routes with you, before any quote.
| Buy (Guidewire, Duck Creek or similar) | Build custom | Hybrid: buy the core, build around it | |
|---|---|---|---|
| Best for | Large books that fit the platform’s products | New products, niches or MGAs a platform doesn’t fit | Insurers with a core that works but channels that don’t |
| Speed to a new channel | Depends on the vendor’s roadmap and your configuration team | Set by your scope | Set by your scope, with the core unchanged |
| Code and data | The vendor’s product; your data under their terms | Yours | Your custom layer is yours; the core stays the vendor’s |
| Main risk | Long, costly implementations | Rebuilding what a core already does well | Limits of the core’s APIs |
Many insurers end up with the hybrid: a core platform for policy, billing and claims records, and custom software for the journeys customers and brokers see.
